Project implementation period

Role

Grant application preparation and coordination of project delivery.

Project budget

1 329 201,22 €

Eligible expenditure according to the November 2017 grant application.

The project “Changing social services from institutional to community-based provision” created five new buildings with a total capacity of 20 places. Its purpose was to provide smaller spaces for community living in place of the previous institutional model of care.

Scope of work

Preparation of the grant application, coordination of the designer and the person responsible for public procurement, and communication with suppliers and contractors. During delivery, preparation of payment requests and supporting documentation, including reconciliation of budgets, completed works and the evidence required for financing.

Administrative workload

Payment request reviews by the Košice Self-Governing Region involved lengthy processing times and additional documentation. Each request also required detailed arithmetic checks of the budgets and comparable calculations. This increased the workload and the time needed to obtain financing.

Risk to the contractor’s cash flow

After the contract was signed, the funding provider reserved the right to set a minimum amount for a payment request. This changed the contractor’s assumptions about ongoing financing. The main risk was a longer interval between carrying out work and receiving payment.

Completion and occupancy approval

Construction work was handed over on 28 May 2022. Occupancy approval became legally effective on 15 July 2022. The five buildings provide capacity for 20 people.
